Background

Globalization is not merely the internationalization of financial flows and trade between national economies but it has in fact fundamentally transformed the nature of international economic interactions. The increased interdependence of the world’s economies and the removal of trade barriers have led to the rise of large, modern companies that are no longer merely factories but global networks that function seamlessly across borders. Intra-industry and intra-company trade have increased as a proportion of total trade. The integration of world financial markets has created what is essentially a single global capital market. Migration and the outsourcing of activities have transformed and linked labour markets globally and modern transportation and communication linkages have shrunk geographic distance.

全球化不僅推動了各經濟體之間資本和貿易的跨境流動，而且從根本上改變了國際經濟交往的本質。世界經濟相互依存度的增加和貿易壁壘的消除，導致大型現代化公司涌現，這些公司不再僅僅是工廠，而是成為跨越國界無縫運作的全球網絡。產業和公司內部貿易占貿易總額比重顯著增加。世界金融市場整合創造了本質上單一的全球資本市場。移民和外包活動已經改變并將全球勞動力市場聯系起來，現代交通運輸和通訊網絡縮小了各國在地理上的距離。

Not only have the channels for transmission of economic forces been transformed, but the relationship between different types of interactions has also changed. Trade, finance, economic growth, poverty reduction, environmental sustainability, social progress, and governance are now inextricably linked to each other, making it hard to prioritize one over the other. Balancing them in governmental policies that are both coherent and effective will require new levels of sophistication from policymakers across the globe – particularly where the mechanisms, institutions, and policies of global economic governance are concerned.

不僅經濟力量的傳遞渠道發生了變化，而且不同類型的互動關系也有所改變。貿易、金融、經濟增長、減少貧困、環境可持續性、社會進步和治理如今已密不可分，使得它們之間的重要性高低難以區分。如何通過連貫而有效的政府政策進行平衡，要求全球政策制定者們達到新的治理水平，尤其在全球經濟治理機制、制度和政策方面。

Since at least the onset of the 2007/08 international financial crisis and the current backlash against globalization in many parts of the world, it has become obvious that an adjustment of regimes in various areas of international economic and political cooperation is mandatory. Amidst the continued inability of states to reform and revitalize the multilateral trade system, the negative effects of free trade have become increasingly visible and played a big role in the anti-globalization backlash of public opinion in many countries economies.

自從2007/08年國際金融危機爆發以來，世界各地出現了抵制全球化的浪潮，很明顯全球政治經濟合作各個領域的機制亟待調整。在國家無力持續推進改革和振興多邊貿易體系的情況下，自由貿易的負面影響日益顯現，并在許多國家強烈抵制全球化的輿論中扮演著重要角色。

Further liberalization of trade and investment is increasingly resisted.Much of the backlash can be viewed as a reaction to the underlying policies which in developing and industrialized countries have produced only a few winners and many more losers, especially be dramatically increasing income inequality. The increasing resistance against further liberalization comes at a time when the global economy itself is about to become less global. In order to avoid any further politically-motivated regression that could lead to tit-for-tat ?trade wars? reminiscent of the 1930s, there is an urgent need to address existing imbalances, to rethink trade and investment policies and to reshape global economic governance.

貿易與投資進一步自由化日益受到抵制。大多數強烈抵制可以看作是對發展中國家和工業化國家僅產生少數贏家和多數輸家的基本政策的反應，尤其是顯著增加的收入不平等。而當全球經濟本身變得不那么全球化時，進一步自由化的阻力則越來越強。為避免任何出于政治動機的進一步倒退可能導致的針鋒相對的貿易戰——這讓人聯想起20世紀的30年代，迫切需要解決當前失衡問題，反思貿易和投資政策，重塑全球經濟治理。

In a three-part series of symposiums the Friedrich-Ebert-Stiftung (FES) and the Shanghai Academy of Social Sciences (SASS) want to address these shifting sands of multilateral governance and consider in particular the role of China in this changing environment. After a first successful symposium on the international financial system and the financing of development and infrastructure, this second symposium will focus on the challenges and perspectives of the international trade and investment system and the relationships between its major actors.

本次由弗里德里希·艾伯特基金會（FES）和上海社會科學院（SASS）共同舉辦的研討會共包括三個議題，將探討不斷變化的多邊治理問題，特別要探討中國在這一變化環境中的作用。在成功舉辦首屆“國際金融體系 &發展與基礎設施融資”研討會之后，本次研討會將聚焦國際貿易投資體系和主要大國關系所面臨的挑戰及前景。
