【摘要】對于責任論,我們應該進行一分為二地客觀評價,它有著符合西方內在邏輯的合理性,也有其私利的意圖和制約中國的戰略和策略因素。我國只能在我們能力允許的前提下,形成我們的有限責任。我們要在公正、合理的國際政治經濟新秩序基礎上,成為"新責任觀"的共同定義者、維護世界秩序責任的分配者和共擔者以及國際利益分享者、國際體系的參與者和建設者。
